UN INTERNATIONAL DAY IN SUPPORT OF VICTIMS OF TORTURE

On 24th June 2003, IAN CRTV held a press conference to announce the commemoration of the International Day in Support of Victims of Torture and launch the "Torture Reporting Handbook" that has recently been translated into Serbian language. The speakers at the press conference were psychiatrists from IAN CRTV, legal adviser in IAN CRTV, translator of the handbook, representative of the UNHCHR in Serbia and Head of the European Commission delegation in Serbia and Montenegro.

On June 26, in front of the Faculty of Philosophy in the centre of Belgrade, IAN put up a small stand with posters, fliers and other relevant information regarding torture and initiated an a campaign to collect signatures from citizens for a petition to incriminate torture as a particular offence in the domestic criminal code. IAN activist were available for consultations and information on legal and psychological issues and quite a few people. The response of the people was quite good and 450 of them signed the petition.

In the evening of 27th June a round table was held to deal with "Surviving torture and trauma: psychological, legal and social implications". Keynote speakers at the round table included psychiatrists from IAN, lawyers from the Yugoslav Committee of Lawyers for Human Rights (YUCOM), a human rights expert from CARE, a journalist from one of the weekly magazines who has been reporting on police brutality and related cases, two judges from the Belgrade municipal courts, as well as a psychiatrist from Cleveland. After the introductory speeches a discussion followed where the participants explored various aspects and consequences of trauma, torture and state organised police brutality.
